Objectives:

This project is to a traffic safety education programme for the Cambodian Ministry of Education Youth and Sport (MoEYS) to assist local teachers to increase traffic safety education in their teaching and learning.

The project supports the Cambodian Government by providing technical advice, expertise and knowledge of international best practice in the area of road safety education. The objectives include:

  • reviewing and enhancing the existing road safety curriculum for grades 7–9
  • writing and publishing teaching and learning materials to resource the curriculum
  • developing and implementing a pilot ‘Train the Trainers’ programme to build human resource capacity in four provinces
  • writing training materials
  • evaluating the impact of these initiatives in order to provide recommendations for the next steps.

Project update:

March/April 2008

Educating NZ completed the first four of the project objectives last year.  In March this year we sent a team to Cambodia to evaluate the work we have been doing. 

We have also been asked to extend the project to cover grades 10-12.  We are currently working with stakeholders in Phnom Penh to decide on the learning outcomes for these grades, which we will then use to develop the resources.

Client background:

NZAID is the Government’s international aid and development agency. The agency is responsible for delivering New Zealand’s Official Development Assistance (ODA) and for advising Ministers on development assistance policy and operations.

Project background:

Cambodia is a developing nation, with 36% of the population below the poverty line. After decades of war and conflict, Cambodia is slowly rebuilding its infrastructure. In the late 1990s the Cambodian government, with the assistance of international grants and loans, began a National Road Rehabilitation and Reconstruction programme. In 2002, only 3% of Cambodia's roading network was described as being of good to excellent condition.

Cambodia has a population of around 13 million people, with an estimated vehicle fleet of approximately 500,000. About 75% of Cambodia's vehicle fleet is motorcycles and the fleet is growing rapidly with most motorcyclists not subject to driver licensing requirements. 95% of motorcyclists do not wear helmets and 90% of cars are not fitted with seatbelts.

Educating NZ's team visited Cambodia to train a core group of national trainers to carry out road safety curriculum workshops in the four chosen provinces. Over 400 Cambodian educators and police were involved.

Educating NZ has signed an agreement with NZAID to develop a traffic safety education programme for the Cambodian Ministry of Education Youth and Sport (MoEYS). A pilot will focus on four provinces with high rates of road injuries: Siem Riep, Kampong Speu, Battambang and Siem Reap.

Educating NZ's project partner in Cambodia will be Handicap International Belgium (HIB) – an independent organisation that ensures people with a disability are able to regain their independence and place in society, particularly in countries with difficult living conditions. The Educating NZ team are carrying out the training component of the project in September 2007.
